PROHIBITION of Opium Decree. Please see your telegram No.173 of the 20th September, and Mr. Carnegie's despatch No.311 of the 21st July.
Whenever opportunity occurs you can assure the Chinese Government that the probable benefits which China would enjoy from the effective control of the production and the diminished consumption of the drug are fully appreciated by His Majesty's Government, and that any specific proposals in regard to the importation and taxation of Indian opium which the Chinese Government may make, agreeably to the declaration, of which we take note, that no unfair discrimination against foreign opium should be contained in the regulations, would be considered by us in a sympathetic spirit.
